Dear (L'adresse), 
This letter is to inform you that my neighborhood is no longer taken care of and that there is litter everywhere. The garbages are overflowing because the garbage truck has stopped coming. There is no longer any cleaning service to help with this issue and if this problem isn't solved soon I will need to leave my home. Pollution has also filled the air and there is a horrible smell when I walk my dog in the morning. Hopefully you will understand my problem and take action to try and fix this. My only request is that you can send the garage truck back to my neighborhood. I will try my best to convince the families living here to pick up their own trash but if we want to stop this problem from happening again, a few rules have to made to stop littering.
