Carlos is a Mexican immigrant. If he earned more money, he wouldn't have to go to the United States to find a new job. But he wants to cross the border. If he had more money he would go to another country because the USA has a strong anti-immigration policy. If he could he would live in the USA permanently but he is undocumented. He is an illegal immigrant. If he were documented, he would be allowed to stay and he could work legally.
