The cartoonist goal is to oppose two type of dreams (read wishes) by a kid and president trump.

Their 'dreams' are complete opposite.

In one way, kids are called dreamers in the USA to define undocumented children that crossed the border as minors. They dream of the american dream of freedom and liberty (hence the statue) and see the USA as a refuge.

The opposite dream is President Trump as a compulsive user of twitter with his phone dreaming of fences, borders, barbwires and desolation in the desert. He sees the border as a lifeless area and the passage of killers, and gangsters. The cactus is the symbol of mexico so for sure this is the southern border of the US, where Trump worked hard to build a wall.
